Genuine Honda neutral switch cord grommet, part number 32981-035-000.
This small rubber grommet seals the neutral switch wire where it leaves the engine, helping keep water and dirt out of the stator (magneto) area. Old grommets harden and crack with age, so it is well worth renewing when the left-hand engine cover is off.
